China: Governmental plans to develop BIPV

The government of Shandong province, China has recently disclosed progress in its energy efficiency efforts. To date, the province has planned efficiency conversions of existing residential buildings representing 19.5 million square meters of space.

In terms of projects concerning heating and energy saving for existing residential buildings, the province has already completed energy efficiency conversion goals within fifteen cities — well ahead of the central government’s imposed requirement.

As for public buildings, the province successfully converted buildings with a gross floor area (GFA) of 2.6 million square meters, 30 percent ahead of the planned target. Conversion of buildings representing 362,700 square meters is now under way.

A cornerstone of the conversions is the application of building-integrated photovoltaics (BIPV). The province completed 775 BIPV projects representing 27.6 million square meters, meeting 153 percent of the planned target.

In terms of the development of green buildings, the province added 26 green building-labeled projects in November 2014. In the first eleven months of last year, the province had a total of 96 green building-labeled projects, which are similar to LEED rankings and based on a three-star system, approved at 195 percent of the planned full-year target.

A spokesperson for the Department of Housing and Urban-rural Development of Shandong Province said that the province will seek to rehab more buildings and improve the management of construction projects. The province aims to outfit all buildings with 12 storeys or less with BIPV and solar hot water systems, with intentions to tackle buildings with more than 12 storeys at a later date. Buildings that house or are owned by government departments will take first priority.

BIPV will play an important role in the province’s construction projects in the future. The province also aims to install rooftop solar on these buildings in a move to reduce energy costs and increase energy efficiency.
