India: “Green Rating” Acceptance in Urban Areas

BHUBANESWAR: The state government is planning to incorporate ‘green rating’ in the Planning and Building Standards Regulations 2008, which govern building norms in city.

Sources said the housing and urban development (H&UD) department has asked Bhubaneswar Development Authority (BDA) to give its views on integrating the green rating for Integrated Habitat Assessment (Griha), the national rating system for green buildings, in city regulations. The concept was developed by Delhi-based TERI University.

Griha, by its qualitative and quantitative assessment criteria, is able to rate a building on the degree of its greenness. Buildings getting Griha ratings get incentives from the ministry of new and renewable energy.Incorporating Griha in city regulations would mean buildings conforming to Griha rules would also get incentives from the BDA. “The idea is to encourage more green buildings,” said a senior officer of the H&UD department.

The move evoked a positive response from developers. “It is a good step to make the city sustainable in the long run,” said D S Tripathy, national joint secretary of the Confederation of Real Estate Developers Associations of India.

Experts said the government should introduce the Griha concept in all urban areas in phases. “Besides Bhubaneswar, Griha should be adopted in all upcoming urban areas. Bangalore, Pune and Hyderabad have already adopted such a rating,” said Piyush Rout, an urban management consultant.

To encourage non-conventional sources of energy, the BDA has already proposed rooftop solar power plants for hotels, hospitals, big residential and commercial buildings in the city.
