The Institution of Engineers, Singapore (IES) Unveils Chartered Engineer Programme to Recognise Professional Competence of Engineers and Promote Engineering Standards

The Institution of Engineers, Singapore (IES) launched the Chartered Engineer programme to provide professional recognition to qualified engineers across all sectors today, at the Opening Ceremony of the inaugural World Engineers Summit at the Marina Bay Sands Expo & Convention Centre. Guest-of-Honour, Deputy Prime Minster (DPM) Teo Chee Hean, Coordinating Minister for National Security and Minister for Home Affairs, witnessed the launch ceremony.

Aimed at engineers who are in fields that do not require them to be registered as Professional Engineers, the Chartered Engineer title will be an external validation of their experience, expertise and practising competence; and a quality mark to differentiate their professional standing in their respective engineering disciplines.

Through the Chartered Engineer programme, IES, the accreditation body, aims to raise engineering standards in Singapore by adding value to engineers, employers, government, business and society.

“Getting chartered will be valuable to engineers as it endorses their professional competence and commitment through independent peer review, thereby enhancing their employability and providing them with more career development opportunities,” said Prof S. K. Chou, President of IES. “This accreditation will also enable employers and government to access assured levels of professional competence and increase their business competitiveness in the global markets. Through this accreditation, IES also hopes to raise the standing of engineers in the society and encourage the younger generation to take up engineering as a career.”

The Chartered Engineer programme will be first rolled out to the Aerospace, Chemical, Environmental, Marine and Systems fields of engineering.  In support of the programme, 11 industry leaders of engineering organisations signed a Memorandum of Understanding at the WES Opening Ceremony in the presence of hundreds of local and international engineers.  These industry leaders are from the Defence Science and Technology Agency (DSTA), Keppel Offshore & Marine Technology Centre (Deepwater), the Land Transport Authority (LTA), the National Environment Agency (NEA), PUB, Rolls-Royce, Sembcorp Industries, SIA Engineering Company, Singapore Chemical Industry Council (SCIC), ST Aerospace and ST Marine.

“The training and multi-disciplinary work in DSTA enables our people to develop their competencies in systems engineering.  The Chartered Engineer accreditation programme offers a great avenue for our engineers to achieve a new national benchmark title for applying systems engineering in delivering innovative solutions for the defence and national security of Singapore,” said Mr Hor Gar Yin, Deputy Chief Executive (Operations), Defence Science and Technology Agency (DSTA).

“The Chartered Engineer Accreditation Programme is an important initiative to enhance professionalism in the engineering fraternity. PUB, as an engineering-based organisation, welcomes this initiative to complement the training and development of our engineers and technical officers. Together with IES, we look forward to welcoming more youths to join a fulfilling career in the engineering profession,” said Mr Chew Men Leong, Chief Executive, PUB Singapore.

“Singapore already has a reputation for high standards across engineering sectors.  To support our drive towards a high value-added economy, engineers of the future will need to continue raising the bar,” said Mr Jonathan Asherson, Regional Director ASEAN and Pacific, Rolls-Royce. “A well-rounded, internationally recognized approach towards professional development will help lay the foundations for further innovation and growth, particularly in industry sectors requiring advanced engineering capability such as aerospace and power systems.  The Chartered Engineer Programme is a timely and important initiative which also serves to elevate engineering as a career for young professionals.”

This is also one sector that recruits a lot of engineers,” said Mr Lakshmanan Ramasubramaniam, Vice Chairman of Singapore Chemical Industry Council (SCIC). “SCIC is pleased to support the inclusion of chemical engineering as part of the Chartered Engineer Programme. We strongly believe the Chartered Engineer Programme further enhance credibility and recognition for our engineers both here in Singapore and abroad.”

“The launch of the Chartered Engineer Program is an important milestone for the aviation industry in Singapore. It will enable us to raise the status of aerospace engineers and enhance growth and retention of the talent pool of engineers in this sector. The program will raise our engineering standards and add value to SIA Engineering Company,” said Mr William Tan Seng Koon, President and Chief Executive Officer, SIA Engineering Company.

“We are excited at the launch of the Chartered Engineer programme as we believe this will set the tone to recognise outstanding contributions and commitment by the engineers who work tirelessly behind the scene to create long term value for the community,” said Mr Chang Cheow Teck, President, ST Aerospace.

Aligned closely to the International Engineering Alliance’s ‘Graduate Attributes and Professional Competencies’, the certification will pave the way for Chartered Engineers to be accredited with international registries.

“The Institution of Chemical Engineers (IChemE) warmly congratulates the Institution of Engineers, Singapore on today’s announcement of the Singapore Chartered Engineer register, as we recognise the value of high standards of professionalism based upon demonstration of competence and commitment to the profession,” said Neil Atkinson FIChemE CEng, Director of Qualifications and International Development, IChemE, a leading international professional and qualifying body for chemical engineers. “IChemE welcomes the leadership of IES in establishing the new Chartered Engineer register and looks forward to continuing to support IES, support engineering in Singapore, and support from now on its Chartered Engineers.”

To qualify for the Chartered Engineers programme, engineers must possess a recognised engineering degree and a minimum of four years of practical experience, maintain continuing professional development and comply with the Chartered Engineers’ Code of Conduct.

Through its Engineering Accreditation Board (EAB), IES obtained full signatory status in the Washington Accord (WA) in June 2006. The entry grants IES the authority to represent Singapore, the first country within the ASEAN region which has obtained full signatory status in the WA, to vet education systems under the WA mutual recognition framework.
