Jeffery currently undertakes the role of Operations Director at the BCA Centre for Sustainable Buildings (BCA CSB), a subsidiary under the Building and Construction Authority (BCA) of Singapore. The BCA CSB was established and designated as a Centre Collaborating with the United Nations Environment Programme (UNEP) in 2011. Jeffery leads a team within the Centre to develop and deliver policy tools, approaches, undertake advocacy work and provide coordinated support to countries for sustainable resource management in the building sector.

Jeffery is concurrently the Director of two departments in the Research Group of BCA, Singapore, driving research and development initiatives through local and international collaborations with key stakeholders in support of BCA’s strategic policies and directions on green building and sustainable construction. Prior to his current position, he worked as Director for the Green Mark Department (New Development) in BCA and spearheaded several key green building initiatives under the BCA Green Building Masterplans. These include the BCA Green Mark green building certification scheme; the Green Mark Incentives Schemes to incentivise private developers and building owners to build green buildings; and the Public sector taking the lead to go green and legislation on energy efficiency and sustainability in buildings. The BCA Green Building Masterplans were put in place to drive green building development in Singapore and to create a paradigm shift in the industry towards green, covering both the new and existing buildings as well as going beyond buildings such as districts, infrastructure, parks and towards an occupant-centric focus.

Apart from actively being involved in formulating green building policies in Singapore, Jeffery has also actively promoted green buildings regionally. He was regularly invited to share Singapore’s green building success stories in many cities such as Shanghai, Malaysia, Hong Kong and Thailand. He was also an active member in the Sino-Singapore Tianjin Ecocity development where he worked with the China’s technical experts and government agencies to jointly develop a suitable green building rating system for the green district development.

Jeffery is a scholar of the former Construction Industry Development Board, Singapore. He graduated with a B.Eng(1st class honour) from the National Technological University (NTU) of Singapore in 1998 and subsequently obtained a Master of Science (Civil Engineering) from the National University of Singapore (NUS) in 2006. He was conferred the Public Administration (Bronze) award in 2011 for his contributions in green building movement in Singapore.
